The consortium
The EU System for an Enabling Environment for Civil Society (EU SEE) is a consortium of international organizations and Network Members. The partnership implements and maintains an Early Warning and Monitoring Mechanism to document changes and shedding light on critical trends in the enabling environment. The civil society organisations that form this unique global partnership have a wealth of experience monitoring, protecting and strengthening the conditions that enable civil society to thrive.
The EU SEE Network is a collection of national civil society groups representing the 86 countries, collectively referred to as Network Members. Network Members play a pivotal role in fostering the monitoring and evaluation of the enabling environment for civil society in their respective countries. By providing consistent and reliable reporting on key events and developments within their countries, Network Members contribute significantly to building a comprehensive understanding of the opportunities and challenges faced by civil society. The Network Members have extensive experience in research, advocacy, addressing violations of human rights, anti-corruption and accountability efforts and monitoring of the civic space to strengthen civil society.
The international consortium, coordinated by Hivos, includes CIVICUS, Democracy Reporting International, European Partnership for Democracy, Forus, Transparency International.
The Early Warning and Monitoring Mechanism is strongly complementary to the Flexible Support Mechanism. The Flexible Response Mechanism supports civil society to advocate for a sustained enabling environment, develop resilience and protect organizations and individuals, also provides opportunities for positive development within operating environments. The Mechanism responds to the need for more flexible and timely financial support for civil society in situations of urgency, and is coordinated by Oxfam Novib, together with Protection International, CIVICUS and Urgent Action Fund – Latin America and the Caribbean (UAF-LAC)
The two components mutually reinforce each other. The programme is funded by the European Union.
